Additional information: I hope from the bottom of my heart that such a catastrophe as the water level rising will never occur. But if it does, this looks like a great invention to save the human kind. It will use the energy from the sun and water, will recycle its CO2 and any other type of pollution but still has a lot of flows that need to be corrected, like protection against hurricanes and tsunamis, or colliding with a piece of earth or another Lillypad.
